What is VNO?
A Virtual Network Operator, or VNO, is a telecommunications company that delivers mobile, data, and voice services to end customers without owning the physical network infrastructure. Instead, VNOs lease wholesale capacity and spectrum from established telecom operators and repackage these services under their own brand for subscribers. In India, the Department of Telecommunications introduced the VNO licensing framework in 2016 to encourage competition and improve service penetration, especially in rural and remote areas where large operators had limited reach. VNOs in India can offer services such as mobile telephony, broadband, and leased line connectivity under specific Unified Licence authorisations issued by the DoT. Several Indian VNOs partner with infrastructure providers like BSNL, MTNL, and Reliance Jio to deliver affordable telecom services across the country. The model has proven useful for niche players, regional ISPs, and cable operators seeking to enter the mobile market with reduced capital expenditure. The concept regularly appears in competitive examinations in India, particularly those covering telecommunications policy, regulatory affairs, and general studies under UPSC and similar public service commissions.
