What is VLO?
A Village Level Organisation, commonly abbreviated as VLO, is a community-based rural institution that operates at the village level in India, primarily under the DAY-NRLM (Deendayal Antyodaya Yojana – National Rural Livelihoods Mission) framework. It is a federation of Self Help Groups (SHGs) formed within a village, bringing together multiple SHGs to strengthen collective decision-making, savings, credit access, and livelihood promotion among rural poor households. The VLO acts as a grassroots unit that identifies beneficiaries, mobilises community resources, and liaises between villagers and block or district-level federations called Cluster Level Federations (CLFs). It plays a key role in implementing government schemes related to women's empowerment, financial inclusion, skill development, and social development in rural India. The term is frequently used by District Rural Development Agencies, block development offices, and NGOs working in rural areas. For aspirants preparing for UPSC, state PSCs, and rural development examinations, understanding the structure and functioning of VLOs is considered important.
