It is a federation of Self Help Groups (SHGs) formed within a village, bringing together multiple SHGs to strengthen collective decision-making, savings, credit access, and livelihood promotion among rural poor households. The VLO acts as a grassroots unit that identifies beneficiaries, mobilises community resources, and liaises between villagers and block or district-level federations called Cluster Level Federations (CLFs).
