What is VGF?

Viability Gap Funding, commonly known as VGF, is a financial support mechanism introduced by the Government of India to make commercially unviable infrastructure projects economically feasible under the Public-Private Partnership (PPP) model. Launched in 2004 and administered by the Ministry of Finance, VGF provides a one-time capital grant to projects that are economically justified but financially unviable due to insufficient revenue generation. The scheme typically covers up to 20 percent of the total project cost, with state governments, nodal ministries, and private sponsors contributing the remaining amounts. VGF is widely applied across critical infrastructure sectors in India, including highways, ports, airports, metro rail systems, power transmission, water supply, and solid waste management. It has played a vital role in attracting private investment into large-scale infrastructure development, especially in social and public utility projects where user charges alone cannot recover costs. Several flagship initiatives in India, including metro rail networks in multiple cities and regional airport development under the UDAN scheme, have benefited from this funding mechanism.
