What is ULC?
ULC stands for Urban Land Ceiling, referring to a major land reform legislation in India enacted through the Urban Land (Ceiling and Regulation) Act of 1976. The law was introduced with the primary objective of preventing the concentration of urban property in the hands of a few wealthy individuals and ensuring more equitable distribution of land for housing, public amenities, and planned urban development. Under this act, the central government fixed maximum limits on the vacant land that any person or family could hold in urban areas, and any surplus land above the prescribed ceiling was to be acquired by the state government for redistribution. ULC was implemented differently across various states, with each state having its own ceiling limits, exemptions, and operational rules. Over the years, the act faced severe criticism for creating housing shortages, prolonged legal disputes, and unnecessary bureaucratic hurdles for builders and property owners. Consequently, it was eventually repealed by most state governments between 1999 and 2008. The concept remains highly important for students of Indian polity, public administration, and land law, especially those preparing for UPSC, SSC, and state public service examinations where questions on land reforms frequently appear in the general studies papers.
