What is UER?
An Unusual Event Report, commonly abbreviated as UER, is a formal document used in the Indian banking and financial sector to record and report any unexpected, suspicious, or non-standard occurrences during banking operations. In India, UERs play a vital role in the operational risk management framework mandated by the Reserve Bank of India, helping banks identify potential fraud, security breaches, system failures, or compliance issues at the earliest stage. Banks, financial institutions, and even IT service providers serving the banking sector are required to file UERs when they encounter unusual transactions, cyber threats, or process deviations. These reports are then escalated to senior management, audit teams, and in some cases, regulatory authorities for further investigation and corrective action. The practice of filing UERs has become especially important after the rise of digital banking and UPI transactions in India, where fraud patterns evolve rapidly.
