What is SYL?
The Sutlej-Yamuna Link, commonly known as SYL, refers to a proposed 214-kilometre canal designed to connect the Sutlej and Yamuna rivers in northern India. The project was conceived in the early 1980s to share the waters of the Ravi and Beas rivers between the states of Punjab, Haryana, and Rajasthan, following the reorganisation of Punjab in 1966. The canal was intended to divert Haryana's share of surplus water from the Ravi-Beas system through Punjab to reach the Yamuna, helping water-scarce regions of southern Haryana and parts of Rajasthan. Originally planned as part of the larger national perspective plan, the project has become one of India's most contentious inter-state water disputes over the decades. Punjab has strongly opposed it on grounds of depleted groundwater, agricultural distress, and the 1981 Indira-Indira Accord between the two states. The Supreme Court of India directed Punjab to complete the canal in 2016, but the state government has resisted, leading to ongoing political and legal battles. Several rounds of negotiations and multiple court hearings have failed to break the deadlock. The SYL issue remains highly relevant for aspirants preparing for UPSC, state PSCs, and other competitive examinations, as it tests knowledge of federal water disputes, river water sharing, and constitutional provisions.
