What is SOFA?
A Status of Forces Agreement (SOFA) is a bilateral legal framework between host nations and visiting foreign military forces, defining the rights, privileges, and obligations of those forces while stationed in the host country. In the Indian context, SOFAs are critical instruments for facilitating joint military exercises, peacekeeping missions, and defence cooperation. India has signed SOFAs with countries like the United States, Russia, Singapore, and Japan, among others. These agreements typically cover jurisdiction over personnel, tax exemptions, customs procedures, and use of facilities. They are negotiated during high-level defence dialogues and come into effect for specific exercises or long-term presence. SOFAs are not treaties under Indian law but are executive agreements with legal standing.
