What is SLB?

Service Level Benchmark (SLB) is a standardised framework introduced by the Government of India to measure and evaluate the quality of urban services delivered by municipal bodies across the country. It was developed under the guidance of the Ministry of Housing and Urban Affairs (MoHUA) and is closely associated with the Smart Cities Mission and the Atal Mission for Rejuvenation and Urban Transformation (AMRUT). The benchmark covers four core urban services: water supply, sewerage and sanitation, solid waste management, and urban transport. Each service is evaluated against specific performance indicators such as coverage, efficiency, reliability, and financial sustainability. SLBs help city authorities identify gaps in service delivery, plan improvements, and monitor progress objectively over time. Many state governments and urban local bodies have adopted SLB assessments to qualify for central funding and to enhance their rankings under national urban indices.
