What is RSB?
The Rajya Sabha, often referred to in the abbreviated form RSB, is the upper house of India's bicameral Parliament, serving as the Council of States. It is composed of 245 members, with 238 elected by members of the State Legislative Assemblies and Union Territories through proportional representation with the single transferable vote system, while 12 distinguished members are nominated by the President of India from fields like literature, science, art, and social services. The Rajya Sabha plays a vital role in safeguarding the federal structure of India by ensuring that states have an equal voice in national legislation, regardless of their population size. It possesses special powers under Articles 249 and 312, allowing it to authorize Parliament to legislate on state subjects and create new All India Services. Members serve staggered six-year terms, with one-third retiring every two years, and unlike the Lok Sabha, it is a permanent body that cannot be dissolved. The Vice President of India serves as the ex-officio Chairman, while the Deputy Chairman is elected by members from amongst themselves. Knowledge of its composition, powers, and functions forms a core part of the Indian Polity syllabus, making it highly relevant for UPSC, SSC, banking, and various state-level competitive examinations where questions about parliamentary procedures frequently appear.
