What is RLL?
RLL stands for Rural Landless Labourer, a socio-economic classification used primarily by the Government of India in its census, National Sample Survey Office (NSSO) surveys, and rural development programmes. An RLL is an individual or household in rural areas that depends on wage labour for its livelihood and does not own any agricultural land. This category is critical for identifying the most vulnerable section of the rural workforce, which forms a significant share of India's agricultural labour force. RLLs typically work on other farmers' fields, in construction, or as daily-wage earners, and their lack of land ownership makes them highly susceptible to poverty, food insecurity, and seasonal unemployment.
