What is RGS?
Rashtriya Gram Swaraj (RGS) is a flagship scheme launched by the Ministry of Panchayati Raj, Government of India, to strengthen Panchayati Raj institutions across the country. It aims to enhance the capacities of elected representatives and functionaries in rural local bodies, enabling them to deliver efficient governance and inclusive development at the grassroots level. The scheme focuses on promoting decentralised planning, financial management, and transparency through e-governance tools. RGS was introduced in 2018 by merging the erstwhile Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) and other related programmes. It is implemented across all states and union territories, with special emphasis on tribal and backward regions. In the Indian context, RGS plays a critical role in realising the constitutional vision of self-governing village units (Gram Swaraj) as enshrined under Article 243G of the Constitution.
