What is RCR?
Recruitment and Career Rules (RCR) are a set of administrative regulations issued by the Government of India to govern the recruitment, promotion, tenure, and career progression of civil servants working under various ministries and departments. These rules are framed under Article 309 of the Constitution and are specific to each service or cadre, detailing eligibility criteria, selection procedures, seniority determinations, and promotion avenues. RCRs are applied across all central government services, including Group A, B, and C posts, and are periodically revised to align with changing policy frameworks such as the Central Civil Services (CCS) rules. They serve as the cornerstone for ensuring transparency, merit, and uniformity in personnel management within the bureaucracy.
