What is RBM?
Results-Based Management (RBM) is a strategic management framework that prioritizes the achievement of specific, measurable outcomes over mere activity completion. In India, RBM has been institutionalized across numerous central and state government schemes, such as the National Health Mission, Swachh Bharat Mission, and Poshan Abhiyaan, to ensure that public funds translate into tangible societal benefits. The Performance Management Division (PMD) under the Cabinet Secretariat coordinates RBM implementation, requiring ministries to define indicators, set annual targets, and submit quarterly progress reports. This approach emerged prominently in the 2000s as part of administrative reforms aimed at enhancing accountability, transparency, and efficiency. RBM tools are used during project planning, resource allocation, mid-term corrections, and final evaluations. For competitive examinations like the UPSC Civil Services, understanding RBM is crucial for governance, policy analysis, and management questions. It aligns with the government’s shift towards outcome-based budgeting and the mantra of 'Minimum Government, Maximum Governance', making it a core concept in contemporary public administration discourse in India.
