What is OWD?

The Overseas Worker Directorate (OWD) is a specialized body under the Ministry of External Affairs (MEA) of India, established to oversee the welfare, safety, and legal rights of Indian citizens working abroad. It operates primarily through the e-Migrate portal, which regulates the emigration process for blue-collar workers, housemaids, and other semi-skilled professionals moving to specific Emigration Check Required (ECR) countries. The OWD is responsible for issuing emigration clearances, monitoring recruitment agencies, and providing emergency assistance such as repatriation, legal aid, and shelter through Indian missions. It plays a critical role in implementing the Emigration Act, 1983, and coordinating with state governments and foreign authorities to combat human trafficking and labor exploitation. The directorate also manages the Indian Community Welfare Fund (ICWF) to support distressed workers.
