Out-of-School Youth (OSY) refers to individuals, typically in the age group of 15 to 35 years, who are not currently enrolled in any formal educational institution or training programme. In India, OSY is a critical focus area for policymakers, as a large number of youth drop out due to economic constraints, lack of access, or social barriers. The term is widely used in government documents, surveys like the National Sample Survey (NSS), and schemes such as the National Urban Livelihoods Mission (NULM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY), and the National Youth Corps.
