What is OSD?

Officer on Special Duty (OSD) is a temporary post created within Indian government ministries, departments, or public sector undertakings to handle specific projects, policy reviews, or sensitive assignments. Unlike regular cadre positions, an OSD reports directly to a senior authority such as a Minister, Chief Minister, or Secretary and works on a fixed-term mandate. This designation is widely used at both central and state levels—for example, when a new department is being set up, a high-profile inquiry is needed, or when an expert is brought in from another organization. OSDs are typically drawn from the civil services (IAS, IPS, etc.) or from specialized backgrounds like law, finance, or technology. The role provides flexibility to the government: officers can be assigned without going through standard recruitment, and they revert to their parent cadre once the task is completed.
