What is OEC?
The Overseas Employment Certificate (OEC) is a mandatory document issued by the Protector of Emigrants (POE) under the Ministry of External Affairs, Government of India. It is required for Indian citizens seeking employment in certain countries—primarily in the Gulf region, such as Saudi Arabia, UAE, Qatar, Kuwait, Oman, and Bahrain—where emigration clearance is mandated under the Emigration Act of 1983. The OEC certifies that the worker's employment contract has been verified, that the employer meets legal standards, and that the worker is protected from exploitation. This certificate is part of India's broader labour welfare framework to safeguard the rights of its vast overseas workforce. It is obtained before departure from India and is often checked by immigration authorities at airports.
