What is NOI?
A Notice of Intent (NOI) is a formal document issued by a government department or public sector undertaking in India to announce its intention to procure goods, services, or works through a specific method, such as a tender or auction. It serves as a preliminary communication to potential bidders, outlining the scope, timeline, and key requirements, without committing the issuing authority to a binding contract. In the Indian context, NOIs are widely used in public procurement processes governed by the General Financial Rules (GFRs) and Central Vigilance Commission guidelines. They are often published on the Government e-Marketplace (GeM) portal or state tender websites to ensure transparency and fair competition. Unlike a Request for Proposal (RFP), which solicits detailed bids, an NOI signals the start of a procurement process and allows interested parties to prepare. It is commonly seen in infrastructure projects, IT contracts, and defence acquisitions.
