What is NIF?
The National Investment Fund (NIF) is a dedicated fund established by the Government of India in 2005 to receive proceeds from the disinvestment of Central Public Sector Enterprises (CPSEs). The primary objective of the NIF is to utilize these proceeds for long-term developmental and social welfare schemes, such as infrastructure projects, healthcare, and education, without directly using them for recurring expenditures. Initially, 75% of the disinvestment proceeds were to be allocated to the NIF, while the remaining 25% was retained by the CPSEs for their own restructuring. However, in 2013, the government revised the policy to allow funds to be directly used for capital expenditure on social sectors. The NIF is managed by the Department of Investment and Public Asset Management (DIPAM) and is invested in diversified portfolios to generate returns. This fund is particularly relevant for UPSC and other competitive exams in India, where questions often focus on disinvestment policy, fiscal management, and government financial instruments. The NIF ensures that the proceeds from selling public sector equity are channeled into productive assets and social welfare, balancing privatization benefits with public good.
