What is MHP?
The Mental Health Programme (MHP) is a flagship initiative of the Government of India, operating under the National Health Mission, to address the growing burden of mental health disorders across the country. Launched in the 1980s and revamped over the years, the programme aims to provide accessible, affordable, and quality mental healthcare services, especially in rural and underserved areas. It covers a range of activities including awareness campaigns, early detection and treatment of common mental illnesses, integration of mental health into primary healthcare, and establishment of psychiatric units in district hospitals. The MHP is implemented through state-level health departments and involves training of frontline workers like ASHA and ANM to identify mental health issues. In India, the programme is crucial for destigmatising mental illness and reducing the treatment gap, which is estimated to be over 70%. For competitive exams such as UPSC, a thorough understanding of the MHP, its components like the District Mental Health Programme (DMHP), and its linkages with global frameworks like the WHO’s Mental Health Gap Action Programme (mhGAP) is often tested in the health and social sectors.
