What is LLU?
Local Loop Unbundling (LLU) is a telecommunications regulatory process that allows multiple Internet Service Providers (ISPs) to use the physical copper wires or fibre optic cables connecting a customer's premises to the telephone exchange. In India, LLU was introduced as part of the National Telecom Policy to break the monopoly of state-owned operators like BSNL and MTNL, enabling private players to deliver broadband and voice services over the same local loop infrastructure. This mechanism promotes competition, lowers service costs, and expands high-speed internet access across urban and rural areas. The Telecom Regulatory Authority of India (TRAI) oversees LLU implementation, setting standards for pricing, quality, and interconnection.
