What is KDF?
The Kashmir Development Fund (KDF) is a dedicated financial mechanism established by the Government of Jammu and Kashmir after the abrogation of Article 370 in 2019 to accelerate infrastructure and social development in the region. It serves as a special purpose vehicle to channel central and state funds for key projects such as road connectivity, water supply, education, healthcare, and tourism. The fund is managed by the Planning Development and Monitoring Department of the J&K government and is replenished annually through budget allocations and special grants from the central government. It is utilised during annual budget cycles and monitored through UT-level review meetings. The KDF aims to bridge developmental gaps between different regions of the Union Territory. For competitive exams like JKPSC, the KDF is often cited as an example of targeted development financing in Union Territories and a key instrument for the socio-economic transformation of Kashmir.
