What is IL?
An Industrial Licence (IL) is a government-issued permit under the Industries (Development and Regulation) Act, 1951, which authorizes a company to manufacture specific products in India. Historically, the IL was a central feature of India's licence raj, controlling production, capacity, and location to promote balanced regional development and protect small-scale industries. Today, the IL regime has been largely dismantled, but it remains mandatory for a few strategically important sectors such as defence equipment, atomic energy, and hazardous chemicals. The licence is issued by the Department for Promotion of Industry and Internal Trade (DPIIT) and requires detailed project reports, compliance with environmental norms, and location approvals. The IL system is frequently tested in competitive exams like UPSC, state civil services, and banking exams, as it illustrates India's transition from a controlled economy to a liberalized one.
