What is HOR?
HOR, or Hours of Rest, refers to the mandatory uninterrupted off-duty period that commercial vehicle drivers must take to prevent fatigue-related accidents. In India, the Motor Vehicles Act, 1988, and subsequent rules by the Ministry of Road Transport and Highways stipulate strict HOR requirements for drivers of goods carriages, buses, and taxis. Typically, after driving for a maximum of 8 hours, a driver must take a rest break of at least 30 minutes, and after a cumulative duty period, a longer continuous rest of 9 to 10 hours. These regulations are enforced by Regional Transport Offices (RTOs) through periodic inspections and electronic logging devices in newer vehicles. HOR compliance is crucial for fleet operators, transport companies, and individual drivers to avoid penalties and ensure road safety. For students preparing for transport management exams, such as those for RTO positions or logistics certifications, understanding HOR norms is often tested. The concept is similar to the international 'Hours of Service' (HOS) rules but tailored to Indian driving conditions. Violations of HOR can lead to fines, suspension of permits, and blacklisting of drivers.
