What is HDP?
A Housing Development Project (HDP) refers to a planned initiative by government agencies or private developers to construct residential units along with essential infrastructure such as roads, water supply, sewage systems, and electricity. In India, HDPs are predominantly undertaken by state housing boards, the Ministry of Housing and Urban Affairs, urban local bodies, and development authorities to address the country’s growing housing shortage, particularly for economically weaker sections, low-income groups, and slum dwellers. These projects are implemented under central schemes like Pradhan Mantri Awas Yojana (PMAY) and state-specific affordable housing policies. HDPs are used across urban planning, real estate development, policy formulation, and in competitive examinations such as UPSC Civil Services, state PCS, and sectoral exams for housing and urban affairs. They ensure systematic land use, cost-effective construction, and equitable distribution of amenities. The term is also employed in project reports, tenders, and government budgets.
