What is HAT?

The Haryana Administrative Tribunal (HAT) is a quasi-judicial body established under the Administrative Tribunals Act, 1985, specifically to adjudicate disputes and grievances related to service matters of employees working under the Government of Haryana. Its primary role is to provide a speedy, efficient, and cost-effective alternative to the High Court for resolving issues such as promotions, transfers, disciplinary actions, and pension disputes. The tribunal was set up following the model of the Central Administrative Tribunal (CAT) and functions under the overall supervision of the CAT. It has its principal bench in Chandigarh and may have additional benches in other cities of Haryana. The jurisdiction of HAT covers all civil servants of the state government, including those in public sector undertakings, local bodies, and statutory corporations. The tribunal is composed of judicial and administrative members who possess expertise in law and public administration.
