What is FLA?
Foreign Liabilities and Assets (FLA) refer to the detailed reporting framework mandated by the Reserve Bank of India (RBI) for all Indian entities that have received foreign investment or have any form of foreign liabilities. Under the Foreign Exchange Management Act (FEMA), every Indian company, limited liability partnership, and startup that has issued shares or incurred any liability to non-residents must file an annual FLA return. This return captures the outstanding foreign liabilities (such as equity, debt, and trade credit) and corresponding foreign assets (like investments abroad, cash, and receivables) as on March 31 each year. The FLA data helps the RBI monitor the country's international investment position, track capital flows, and formulate prudent macroeconomic policies. For businesses, timely and accurate FLA filing is a critical compliance requirement; non-compliance can result in penalties and restrictions on future foreign investments.
