What is EWR?
The E-Waste Rules, officially known as the E-Waste (Management) Rules, are a set of regulations enacted by the Ministry of Environment, Forest and Climate Change of the Government of India. First introduced in 2016 and subsequently amended in 2018 and 2022, these rules aim to manage the disposal and recycling of electronic waste in an environmentally sound manner. They mandate extended producer responsibility (EPR), requiring manufacturers to take back used electronic products and ensure their proper recycling through authorised dismantlers and recyclers. The rules also establish a system for collection centres, storage, and transportation of e-waste, with the goal of reducing hazardous substances entering landfills. In India, the E-Waste Rules are applicable to all producers, consumers, and bulk consumers of electrical and electronic equipment listed in the schedules. They are enforced by state pollution control boards and the Central Pollution Control Board. Students of environmental science, law, and civil services examinations often study these rules for understanding India’s regulatory framework on waste management.
