What is EGS?
The Education Guarantee Scheme (EGS) is a flagship initiative launched by the Government of India in the late 1990s as part of the Sarva Shiksha Abhiyan (SSA) to universalize elementary education. It was designed to address educational deprivation in habitations lacking primary schools within a one-kilometer radius. Under EGS, the government guarantees the establishment of a school or an alternative education centre within 90 days of receiving a demand from a community with at least 25 children (15 for tribal areas). These centres are typically run by local teachers or volunteers and follow a flexible curriculum to suit the needs of first-generation learners, including children of migrant workers and those in remote or conflict-affected regions. EGS played a crucial role in bridging gender and social gaps by bringing schooling to underserved areas, especially in states like Bihar, Uttar Pradesh, and Rajasthan. While many EGS centres have been formalized into regular schools under SSA, the scheme remains relevant for understanding India's policy framework for achieving the Right to Education Act (2009).
