What is EBR?
An Economically Backward Region (EBR) refers to a geographic area identified by the Government of India as lagging behind in economic development compared to national averages. These regions are typically characterized by low per capita income, poor infrastructure, limited access to education and healthcare, and high poverty rates. The identification of EBRs is based on multiple indicators such as agricultural productivity, industrial output, employment rates, and human development indices. The concept gained prominence during the formulation of Five-Year Plans, where special attention was allocated to bridge regional disparities. EBRs receive targeted policy interventions, including concessional loans, tax incentives, and dedicated funding under schemes like the Backward Regions Grant Fund (BRGF) and the Rashtriya Sam Vikas Yojana. The Ministry of Panchayati Raj and NITI Aayog periodically update the list of EBRs to ensure inclusive growth.
