What is DMF?
The District Mineral Foundation (DMF) is a statutory trust established in mining-affected districts across India under the Mines and Minerals (Development and Regulation) Amendment Act, 2015. Its primary purpose is to work for the welfare and interest of persons and areas affected by mining operations. DMFs are funded by contributions from mining leaseholders, who pay an amount equal to 30% of the royalty in case of mining leases granted before 2015, and 10% for new leases. The funds are utilized for various developmental and welfare projects such as healthcare, education, drinking water supply, sanitation, skill development, and infrastructure in mining-affected communities. Each district has its own DMF, governed by a council chaired by the district collector, with members from local government, mining companies, and community representatives. DMFs play a crucial role in ensuring that mining benefits reach local populations and mitigate the negative impacts of extraction. For exams like UPSC or state civil services, DMF is an important topic under mining policy and local governance.
