What is DGSI?
The Directorate General of Shipping (DGSI) is the principal maritime regulatory authority under the Ministry of Ports, Shipping and Waterways, Government of India. It is responsible for enforcing shipping laws, ensuring maritime safety, preventing pollution from ships, and regulating the training and certification of Indian seafarers. DGSI operates from its headquarters in Mumbai and oversees port state control, ship registration, and the implementation of international conventions like SOLAS, MARPOL, and STCW. Indian students aspiring to join the merchant navy must register with DGSI and clear its prescribed medical and competency examinations. The agency also issues continuous discharge certificates (CDC), seafarer identity documents, and approves maritime training institutes across India. For competitive exams like the MCA (Mercantile Marine Department) exams or pre-sea training admissions, knowledge of DGSI’s role is essential. DGSI collaborates with the International Maritime Organization and other national bodies to promote safe and efficient shipping operations in Indian waters.
