What is CLU?
A Community Legal Unit (CLU) is a grassroots-level mechanism established under the Legal Services Authorities Act, 1987, to provide free and accessible legal aid to marginalized and underprivileged sections of society in India. Operating at the village or ward level, CLUs are typically set up by District Legal Services Authorities (DLSAs) to bridge the gap between the formal legal system and rural communities. They offer services such as legal awareness camps, pre-litigation counseling, assistance in filing cases, and mediation in disputes. In India, CLUs play a vital role in realizing the constitutional mandate of equal justice under Article 39A, especially in states with low legal literacy. They are often staffed by paralegal volunteers, law students, and retired judicial officers. CLUs are particularly active during National Lok Adalats and legal aid drives.
