What is CLA?
The Contract Labour Act, officially the Contract Labour (Regulation and Abolition) Act, 1970, is an Indian labour law that regulates the employment of contract labourers in establishments and prohibits their use in certain circumstances. It applies to every establishment in which 20 or more workmen are employed as contract labour on any day of the preceding 12 months, as well as to every contractor who employs 20 or more such workers. The Act aims to prevent exploitation of contract labour by ensuring decent working conditions, welfare amenities (like canteens, restrooms, and drinking water), and timely payment of wages. It requires principal employers and contractors to register with the appropriate government authorities, maintain records, and obtain licenses. In India, the CLA is enforced by the Ministry of Labour and Employment at the central level and by state labour departments. It is commonly cited in disputes involving labour rights, outsourcing, and industrial relations. For exams like UPSC, SSC, or law entrance tests, the CLA is a key topic under Indian labour legislation, often paired with the Factories Act and the Industrial Disputes Act.
