Confidential Character Roll
Full Form of CCR
What is CCR?
The Confidential Character Roll (CCR) is an official document used in the Indian government apparatus to record and evaluate the performance, conduct, and integrity of civil servants, particularly gazetted officers. Each year, the reporting officer prepares this confidential assessment, which is then reviewed by the reviewing officer and accepted by the accepting authority. The CCR plays a central role in determining career progression, including promotions, deputations, and disciplinary actions within the bureaucracy. It is maintained by the cadre controlling authority and is shared with the officer only upon request or during annual performance review discussions. This system ensures continuous accountability and helps identify training needs. The CCR remains a cornerstone of the personnel management framework in ministries, departments, and public sector undertakings across India. For aspirants of competitive examinations like the UPSC Civil Services Exam, understanding the CCR is essential as questions on performance appraisal systems appear in both the preliminary and main stages. The recent shift to the online platform (SPARROW) has modernized CCR management, making it more transparent and accessible to officers.
