BOF (Build, Operate, and Finance) is a public-private partnership (PPP) model used primarily for large infrastructure projects in India. Under this arrangement, a private entity is responsible for constructing the asset, operating it for a concession period, and arranging the entire financing required. The government does not provide any upfront capital; instead, the private partner recovers its investment through user charges or annuity payments from the government. BOF is distinct from the more common BOT (Build, Operate, Transfer) model because the asset is not necessarily transferred back to the government at the end of the concession period; ownership may remain with the private entity.
