What is BOF?
BOF (Build, Operate, and Finance) is a public-private partnership (PPP) model used primarily for large infrastructure projects in India. Under this arrangement, a private entity is responsible for constructing the asset, operating it for a concession period, and arranging the entire financing required. The government does not provide any upfront capital; instead, the private partner recovers its investment through user charges or annuity payments from the government. BOF is distinct from the more common BOT (Build, Operate, Transfer) model because the asset is not necessarily transferred back to the government at the end of the concession period; ownership may remain with the private entity. In India, BOF has been employed in sectors like highways, power plants, and urban infrastructure. It gained traction following the National Highway Development Project (NHDP) as a way to attract private capital without straining public finances. The model is frequently discussed in UPSC, SSC, and banking exams under the topic of infrastructure financing and PPPs. Critics note that BOF can lead to high user charges and limited public accountability, but it remains a key tool for bridging India's infrastructure gap.
