What is ARTF?
The Asset Reconstruction Task Force (ARTF) is a specialised committee established under the aegis of the Reserve Bank of India to examine and recommend measures for the faster and more effective resolution of stressed assets in the Indian banking system. Set up in 2014, the task force brought together representatives from banks, asset reconstruction companies, and financial institutions to study bottlenecks in the recovery of non-performing assets and suggest practical reforms. Its recommendations influenced the design of subsequent frameworks for stressed asset resolution, including changes to the SARFAESI Act and the Insolvency and Bankruptcy Code. The ARTF also worked towards standardising processes for the sale of stressed assets to asset reconstruction companies, improving valuation methodologies, and creating more transparent bidding mechanisms. In India, the work of this task force is studied by banking professionals, chartered accountants, and aspirants preparing for examinations like the IBPS PO, RBI Grade B, and JAIIB, as it forms an important milestone in the evolution of asset quality management in the country.
